We have found no ground for interfering in Mr. Emeng's favor and have accordingly declined to do so. But it appears to us that the Governor of Hong Kong should be requested to procure an explanation of the apparent irregularity which has been committed by the Officers of the Customs at Hong Kong in allowing her to proceed on her voyage to that colony with a complement of emigrants so greatly in excess of that allowed by the Passengers Act, the enforcement of which has been the subject of continued correspondence with the Acting Governor of Hong Kong.
